How do I configure auto provisioning via Agent Cake?

You can configure Agent Cake by viewing the app in App governance, and selecting "Provisioning". Agent Cake will be configurable if it's available for the application. If it's not available, you will be able to register your interest in having Agent Cake rolled out for the application.

Simply follow the steps once you've began the configuration.
